Free talktime for every call drop is a possible solution: DoT

Soon after Reliance’s act of compensating call drops with free call minutes came into existence, the Government has decided to mull over such an option for the rest of the service providers for the issue. Earlier, telecom minister Ravi Shankar Prasad had hinted the possibility of creating ‘a disincentive architecture (for the operators)’ to curb the frequent call drops issue.

“I have directed the officials in the department to “work on a disincentive architecture (for the operators)”, said Ravi Shankar Prasad. Telecom Secretary Rakesh Garg cited the example of free call minutes for every call that gets dropped as a kind of measure to disincentivize operators on call drops, yet not confirmed on making this as a primary solution.

A solution is expected to be in place within six months. DoT’s suggestions will be soon sent to the regulator the TRAI.

The Minister also emphasized the need to install more mobile towers to improve call quality. “There is a campaign on radiation issues, which is not good. In its study, the WHO had set standards for radiation. In India, we have set a standard which is one tenth of this. To minimize call drops, it is necessary that we have more towers,” he said.

Meanwhile, Prasad said that the government has already received the report on net neutrality from the panel. This report will be published on the website. Similar is the case of spectrum sharing and guidelines. It will be sent to cabinet for further processes.

A Mumbai based retailer, Mahesh Telecom, has revealed that Samsung has quietly launched the smartphone through brick-and-mortar stores in India. Airtel’s top guns told us last month, when it launched 4G in Mumbai, that the future will see Airtel tying up with Samsung for promoting 4G. As a result, this one comes with free 3GB of 4G data from the telecom operator. Other freebies include free premium subscriptions  for Hungama and Vuclip services for three months.

It will sport a 12-megapixel camera with an LED flash and 4K video recording functionality along with a 5-megapixel front camera. The device will run Android 5.1 Lollipop with Flyme UI on top, Dual SIM and 4G LTE support in terms of connectivity.

Addressing the media in New Delhi on Tuesday, Union minister for Communications and Information Technology Ravi Shankar Prasad announced the historic decision, a reason to celebrate for the users of India’s largest and oldest communication service provider. BSNL has a whopping customer base of over 117 million users.

The minister added that the Full mobile portability will be given from July for the 969.89 million Indian mobile phone users. In May, BSNL had cut roaming tariff by up to 40 percent for its prepaid and postpaid mobile connection following a telecom tariff order issued by the Telecom Regulatory Authority of India.

Subscribers will be able to change their service provider in any part of the country while retaining the number from July 2015 onwards. The measure will allow the user to keep the number in any part of the country even when they change their operator or state. Earlier the mobile number portability is only allowed within the particular telecom circle. Union Communications and Information Technology Minister Ravi Shankar Prasad tweeted on Tuesday, confirming the landmark change in the telecom sector.

Following the recommendations by the Telecom Regulatory Authoeity of India (TRAI), it was in November last year, the department of telecom had issued amendments to the MNP license agreement stating that it has to be implemented across the country within a period of six months from the date of amendment of the licenses. However the full MNP roll out deadline on May 3 could not meet and the government extended two more months time.

Telecom operators across India have even implemented simplified dialing pattern that allow both STD and local numbers be dialed without any prefix.

The DoT said that the ‘full MNP’ is implementing after many rounds of talks. “Detailed discussions were held with stakeholders to address various technical complexities emerged while implementing the ‘full MNP’ in the networks,” the DoT said. “Various operators have already put in place hardware and software in their system required for implementation of full MNP,” the DoT added.

BSNL has also reduced cost of STV 54 to 42 and validity has been reduced to 28 days from existing 45 days. Both STVs now offer reduced call rates of 45p/min Local/STD for per minute plan subscribers and 0.8p/sec Local/STD for per seconds plan subscribers. The new STV 42 comes with validity of 28 days while STV 88 offer 90 days validity.

By reducing the call rate to 45p/min, BSNL is making the STV more attractive for per minute plan subscribers. The reduced call rates will not be applicable on roaming. The new tariff will be implemented with effect from  04-06-2015.
